Why the Florida market is its own problem

Florida has no state income tax, which removes one layer of multi-state payroll complexity and creates another. Employers headquartered here routinely hire into states that do have withholding, and the first time it happens the payroll team has no existing muscle for registration, reciprocity or local jurisdiction rules. The absence of a home-state obligation is exactly why the first out-of-state hire tends to go wrong.

Workers’ compensation is the second local factor. Florida’s construction-industry rules and its exemption provisions for officers and certain owners are specific enough that classification errors here are both common and expensive, and they compound under a co-employment arrangement rather than disappearing into it.

Hospitality and healthcare dominate, and both are shift-based — which moves the center of gravity in any platform decision onto the workforce-management side rather than the system of record. Seasonal variation in South Florida also makes headcount-based pricing behave differently across a year than it does for a steady employer, which is a real factor when comparing a per-employee-per-month fee against a percentage of payroll.

Professional services and government contracting make up much of the rest. For contractors, the constraint that decides the PEO question is usually what the contract says about the employing entity, not what the pricing says.

No. This is where our office is, not the boundary of the practice. We advise employers nationally, and a significant share of the work involves multi-state footprints where Florida is one location among several.
Does Florida having no state income tax simplify payroll?
For a single-state Florida employer, considerably. The moment you hire in a state with withholding it reverses, because you are building registration and filing capability from nothing rather than extending something you already run. That first out-of-state hire deserves more preparation than it usually gets.
Can you help with Florida workers’ compensation classification?
